A Louisiana RPS + Net Metering

Louisiana has the opportunity to lead the South in renewable energy innovation and energy democracy, and I am committed to policies that create a thriving market for individual and small-scale commercial solar generation. To achieve this, I will advocate for a state-level Renewable Portfolio Standard (RPS) with a specific solar carve-out, paired with universal net metering to drive both demand for renewable energy and supply from local producers. This approach will not only lower energy costs and reduce our carbon footprint but also unlock enormous economic potential for Louisiana’s residents and small businesses.

An RPS with a solar carve-out ensures that utilities gradually increase the percentage of electricity generated from solar and other renewable sources, creating consistent demand for clean energy. By coupling this with universal net metering, we can allow homeowners, small businesses, and local organizations to sell excess energy back to the grid at fair rates, ensuring they are fairly compensated for their contributions to the energy economy. Additionally, implementing a Solar Renewable Energy Credit (SREC) market will incentivize individuals and businesses to invest in solar by creating a secondary revenue stream tied to renewable energy production.

This policy framework will turn Louisiana into a hub for small-scale solar energy development, spurring local job creation, reducing energy bills, and providing an opportunity for residents—regardless of income or geography—to benefit from the clean energy transition. By fostering a “solar gold rush,” we can empower communities to drive their own energy future while strengthening our economy and environment. It’s time for Louisiana to lead the way in energy democracy, creating an inclusive and sustainable energy market that works for everyone.
